Resilience is a great way to balance the game.
The problem with making PvE gear viable is that it means the raiders dominate PvP. PvP guilds are forced to run PvE content to get the best gear.
If BG rewards are scaled to avoid this, it means that people can solo farm their way to gear thats on bar with endgame raiding gear.
The theory goes something like this:
If all you're interested in is PVP, you should be able to get the best PVP gear through PVP only.
If all you're interested in is PVE, you should be able to get the best PVE gear through PVE only.
Blizzard has done a great job in balancing this. One exception that PVPers are upset about is the new cloak rewards from heroic dungeons. The badge rewards are currently the best pvp cloaks available, but can only be bought by doing hours & hours of heroic dungeons or raids.
Edit: I think the logic on the cloaks is to accommodate players like yourself. Those cloaks are viable both in PVP & PVE. The problem is that there isn't a better or even equal option available through honor or arena points.
At the moment, that gear just follows the rule of "epic lootz for epic players." The best geared players are those that do both PVP & PVE.
